No you can't "install" new devices in reason, and you can't use VSTs either.

You can however obtain more refills, samples and patches and all that.

well that was my next question. how do you install the sounds from the refills? and so do all the refills use the different instruments that are already built into reason...i assume the answer is yes.

i have a refill installed, but most of the folders are empty...any idea why? its a drum kit..

It depends check if the refill contains only .wavs in those folders. Then you'd have to create a sampler device first, if the refill contains patches it should show up when you press "create instrument".

ok how do you create a sampler device and when i go to create a new instrument it does have the refill in there but when i click it, it just opens the refill and shows me a bunch of folder with different names on them. when i click those folders it just opens up and repeat the process untill i can't do it any more.

The ReDrum, Nnxt, and Nn19 can sample .wav and .aiff files.

Its best to use something like audacity to grab certain points of the song then throw them into recycle and set the slice points.
