You can not change the tempo of an individual rex file in reason, you can however change the tempo of the overall track and to that you click the arrows up or down of the tempo section (the tempo section is at the bottom of reason) or double click tempo's number to type in your tempo. The default tempo for reason is 120 bpm. If you still can't find the tempo section then here's a pick with the section outlined in red. Oh and if you want to change the tempo of the individual rex file then you have to use recycle, which allows you to make your own rex file and edit already made rex files. you can also automate tempo/time signature in the transport track, i.e. make it speed it/slow down gradually.
