Default Changing tempo?

So......I've got the above in recycle and want to change the tempo so i can take it into reason to give a pretty melody a filthy middle eight. I've read the help bit, put in the right amount of bars, done the preview toggle thing so the bpm tempo becomes active but when i change the tempo nothing happens. What am I doing wrong?
By the way I got that excerpt from the http://www.moviegrooves.com/index.htm site which is an absolute rasper of a place for sampling material.

do you want to make it sound faster or just make it fit to your tempo?
