Reason definitly reacts on different velocities, but it's possible, that the instrument patch you are using, isn't intended to change the sound or amp level via the velocity. At all Reason devices you have a "velocity" section where you can adjust, which parameter (like volume or filter cutoff) reacts how much on the velocity. Try to load some patch, which makes use of this, or just tweak that knobs by yourself. For example create an subtractor and turn the "amp" knob in the velocity section full to the right. If this still doesn't work, there might be another problem (maybe hardware or driver)
