You must be more specific. I don't know what exactly you want.

do you know how you use 'shift-tab' in the sequencer window....the individual notes come up and you can delete, drag, move, and stretch or shorten notes...i want to know if it is possible to change the velocity, volume, or any other effect i want for that individual or group of notes that i would highlight

Well in editing mode it should show the velocity lane and each note's velocity under your piano roll.

You can then edit each individual note's velocity with that.

The only way I can see of controlling each individual note's volume or effects is automation, but that will be very tedious and difficult in reason's sequencer.

Now i see. Well, as SG stated, you can easily edit the velocity of each note by dragging the tops of the bars in the velocity lane. And you can set up many parameters to be affected by the velocity inside the device you are using. The simplest example is to affect the volume(amp) by the velocity. Every device has this parameter.
